Boris Johnson’s portrayal of Rwanda as “one of the safest countries in the world” overlooks the plight of those who side with President Paul Kagame.

While visitors to the tiny East African country are generally impressed with its cleanliness and safety, human rights groups have long sounded the alarm. Behind the scenes, they say, Rwanda is a fear-stricken country.
